2006 EVENTS


October 23, 2006-Congressman Poe spent an hour Monday evening, speaking out against domestic violence to the attendees of the Florida Bay County Domestic Violence Task Force Annual Awareness Event, held in Panama City, Florida. The event was attended by law enforcement personnel, states' attorneys, judges, domestic violence adovcates, and the general public.

According to Sam Slay, President of the Bay County Domestic Violence Task Force, “Domestic Violence is not something that can be swept under the rug or locked behind closed doors. The purpose of this event is to raise awareness of domestic violence to law enforcement, states’ attorneys, judges, and the public, and urge them to speak out against it.”

Slay continued, “The criminal justice system, particularly the judicial system, is worried that their stance against domestic violence will be perceived as showing bias. The criminal justice system should be biased. It should be biased toward helping the victim achieve justice. This is one reason why our organization invited Congressman Ted Poe to speak. I heard him speak while he was a judge, and he was saying the things that needed to be said. He was saying that victims are our first priority, and he continues to speak out for victims as a Member of Congress.”

August 15, 2006 - Congressman Poe presented the Rape and Suicide Crisis Center of Southeast Texas, located in Beaumont, TX, with a $500 check from RAINN (Rape, Abuse, Incest National Network). The Center lost their roof in the wake of Hurricane Rita; however, the dedicated staff members continued to serve victims of sexual assault, throughout the storm, in an alternate location.

June 21, 2006 -The Victim's Rights Caucus held its first annual VRC Advisory Meeting in the US Capitol. VRC Co-Chairs Congressman Ted Poe, Congresswoman Katherine Harris, and Congressman Jim Costa, as well as VRC Member Congressman John Shadegg spoke to about 25 representatives from national victim advocacy groups across the country. Also, there were several staffers who attended in place of their Member-Congressman Dennis Moore's office and Congresswoman Ellen Tauscher's office. The purpose of the advisory group was to discuss the progress of the VRC, as well as receive feedback to what the advocates would like to see from the Caucus. A reception was held following the advisory group for all involved. Thank you to all who attended and were involved in the event. A special thank you to Anne Seymour who graciously hosted the reception following the Advisory Group.

June 12, 2006 - A reception was held at the White House, hosted by First Lady Laura Bush, in honor of the National Center For Missing and Exploited Children and their efforts in reuniting all 5,172 missing children from Hurricanes Katrina and Rita. There were several Members of Congress in attendance, including Congressman Poe, representing their hurricane ravaged districts. Also, John and Reve Walsh, as well as Rebecca Gonzales, wife of the Attorney General, were in attendance.

June 7, 2006 -Congressman Poe spoke this morning at the National Network to End Domestice Violence (NNEDV) Breakfast, which kicked off the legislative hill days for the organization. The legislative days are being held to inform members of Congress to the necessity of fully funding the VAWA programs ( the Violence Against Women Act). VAWA is currently in the Appropriations Committee where the funding decisions are being made.

May 10, 2006  - The National Center for Missing and Exploited Children (NCMEC) held their 2006 Congressional Breakfast in the Dirksen Senate Building on Wednesday, May 10th at 8:30am. This breakfast honors local, state, and federal law enforcement for their work recovering missing children. This breakfast also honors children who fought their attackers to avoid tragedy. NCMEC President Ernie Allen, Chairman John Libonati, "America's Most Wanted" John Walsh, VRC Members Congressman Ted Poe, Congressman Katherine Harris, and Congressman Steve Chabot, and many other Congressional Members attended the event.

April 24, 2006 - Congressman Poe spoke at the Texas MADD Candlelight Vigil held in Austin, Texas. The event was held in honor of Texas Crime Victims Rights Week.

April 21, 2006 - Congressman Poe, on behalf of himself, Congressman Costa, and Congresswoman Harris, presented the first national Victim's Rights Caucus Awards at the NOVA Forum. The Caucus awards honors individuals in the victims' advocacy field who work torward improving the lives of victims, either through direct or indirect services, policy initiatives, or volunteer work.

This year's recipients are: Juanita Coelho-"Unsung Hero" Award; Elaine Stolte (The Children's Assessment Center-Houston)-"Ed Stout Memorial Award for Outstanding Victim Advocacy; Carl Wicklund (American Probation and Parole Association)-"Allied Profession Award"; Steve Derene (National Association of VOCA Assistance Administrators) and Carolyn Hightower (Principal Deputy Director-OVC)-"Lois Haight Award for Excellence and Innovation"

April 20, 2006 - The Victim's Rights Caucus held a Congressional staff briefing to educate staff on the necessity of the VOCA fund, as well as encouraging them to get their members to sign onto the VOCA letter to the House Appropriations Committee. There was a fantastic turn-out with about 80 individuals (both victim advocates and Congressional staff) to discuss its importance to victims and victim advocates and ways to prevent the VOCA fund rescisson.

April 5, 2006 - Congressman Poe spoke about the importance of domestic violence and sexual assault program funding at the Recovery from Trauma: The hope of the new Sexual Assault Services Program and the Violence Against Women Act of 2005 Congressional Staff Briefing, in the Cannon Caucus Room. Actress Gabrielle Union (Bring It On, Bad Boys II) was the guest speaker. She recounted her own sexual assault and the importance for sexual assault service programs funding. The event was sponsored by Lifetime Television, National Alliance to End Sexual Violence, National Coalition Against Domestic Violence, The National Center For Victims of Crime, Pennsylvania Coalition Against Rape, Rape, Abuse, and Incest National Network, and Texas Association Against Sexual Assault.

April 4, 2006 - Congressman Poe and Congressman Reichert spoke about the importance of domestic violence and sexual assault program funding at the National Coalition Against Domestic Violence(NCADV), National Alliance to End Sexual Violence(NAESV), and Lifetime Television's Reception and Special Screening of "Searching for Angela Shelton. NCADVA, NAESV, and Lifetime TV were promoting Lifetime Television's "Stop Violence Against Women Week". Lifetime TV also held a special screening of "Searching for Angela Shelton". Filmmaker Angela Shelton, traveled across the country meeting other Angela Sheltons in an effort to survey women in America. She discovered, like her, 28 out of the 40 Angela Sheltons she met, had either been raped, beaten, or molested. The film will air on Lifetime TV on April 22, 2006 at 11pm.

April 4, 2006 - Washington D.C.- Congressman Poe was presented the Texas Association Against Sexual Assault (TAASA)'s 2006 Champion of Social Change Award, on the East Capitol Steps. Annette Burrhus-Clay, the Executive Director of TAASA, and Chris Lippincott, the Director of Public Affairs for TAASA, presented the Congressman the award.

H.R. 864 - STOP Underage Drinking Act -Today (Nov. 14,2006), Congressman Poe, all the Members of the VRC, and an overwhelming majority of the House, voted in favor of H.R. 864, Sober Truth on Preventing Underage Drinking Act, which authorizes $72 million over the next 4 years to fight underage drinking. This bill continues the Ad Council’s national media public service announcements against underage drinking and authorizes a new grant program which would direct award grants to states, institutions of higher education, and nonprofit entities to prevent and reduce the rate of underage alcohol consumption and binge drinking among students at institutes of higher learning.

H.R. 864 was introduced by Congresswoman Lucille Roybal-Allard and had 85 co-sponsors. VRC Members who signed on: Congressman Poe, Congressman Reichert, Congressman Moore, Congressman Fitzpatrick, and Congresswoman Jackson-Lee (All the Members of the VRC voted in favor of this bill)

Sexual Assault Services Program - Congressman Michael Fitzpatrick and Congressman Jim Costa circulated a letter throughout the House, asking for support of the Sexual Assault Services Program. This letter, dated October 5, 2006, asks OMB Director Rob Portman to fully fund SASP at $50 million in FY'08. SASP provides funding and resources for local, state, and tribal sexual assault service providers, which allows them to inhance the services available for victims of sexual assault. 113 Members of Congress signed onto this letter.

White House Proclamation-On September 29, 2006, at the behest of the VRC and National Domestic Violence Advocacy Organizations, President George W. Bush issued a Proclamation declaring October 2006 as National Domestic Violence Awareness Month.

Domestic violence has no place in our society, and we have a moral obligation to help prevent it. The terrible tragedies that result from it destroy lives and insult the dignity of women, men, and children. National Domestic Violence Awareness Month is an opportunity to underscore our commitment to bringing an end to violence in the home.

A home should be a place of stability, comfort, and love. Domestic violence shatters this important foundation. My Administration is strongly committed to addressing domestic violence and helping those who have been victimized. In January, I was proud to sign legislation reauthorizing the Violence Against Women Act. Since I announced the Family Justice Center Initiative in 2003, we have opened 11 Family Justice Centers across the country. These centers offer services to victims and their families, including legal advice, counseling, and support. In addition, we are continuing to work with faith-based and community organiza tions to provide training, expertise, and funding to help deliver hope and healing to those who need it most.

During National Domestic Violence Awareness Month and throughout the year, we are grateful for the advocates, counselors, and others who provide care to those affected by these acts of cruelty and for the law enforcement personnel and others who work to bring offenders to justice. We extend our compassion to the victims of domestic violence and urge them to seek assistance through local Family Justice Centers, faith-based and community organizations, and the National Domestic Violence Hotline at 1 800-799-SAFE. By working together, we can build an America where every home honors the value and dignity of its loved ones.

NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America, by virtue of the authority vested in me by the Constitution and laws of the United States, do hereby proclaim October 2006 as National Domestic Violence Awareness Month. I urge all Americans to reach out to victims and help end domestic violence.

PUBLIC LAW 109-248 - The Adam Walsh Child Protection and Safety Act of 2006 - On Thursday (July 27th), President Bush signed into law monumental legislation for the protection of children, at a ceremony in the Rose Garden. H.R. 4472-The Adam Walsh Child Protection and Safety Act of 2006 had been passed by both the Houe and the Senate in the previous days and just awaited the President's signature. This law creates a national sex offender database, increases penalties for sex offenders, toughens the monitoring restrictions upon release, and creates new programs to educate parents and child on child sexual abuse. This law is now the most comprehensive law in history in combating sexual predators.

FY '08 VAWA Budget Request-The Victim's Rights Caucus and the Women's Caucus circulated a letter recently around the House of Represenatives gaining support for the FY '08 VAWA Budget. The letter was then sent to Attorney General Gonzales and Secretay Mike Levin, Department of Health and Human Services, asking for various programs, within VAWA, to be considered for funding during the FY '08 funding considersations. DOJ and DHHS will be, within the next several months, beginning to considering funding levels for FY '08. Overall, 167 Members of Congress signed on in support.

Victims of Crime Act (VOCA) Funding - LATEST NEWS - Congressman Poe engaged in a colloquy with SSJC subcommittee Chairman Frank Wolf regarding the VOCA Fund and the Antiterrorism Emergency Reserve. The Chairman agreed that the Antiterrorism Emergency Reserve would not be counted against the $625 million VOCA cap, thereby not reducing the amount of money victims' programs and compensation would receive.

The VOCA Fund Letter to the House Appropriations Committee was delievered on Tuesday, May 2, 2006. There were 111 Members who signed on in support of saving the VOCA Fund.

R. 5673 - Criminal Restitution Improvement Act of 2006-Congressman Steve Chabot (OH-01), with original cosponsor Congressman Ted Poe, has introduced a bill that will make restitution mandatory in all federal crime. The bill also simplies the procedures for collecting restitution and institutes plans to collect restitution if the defendant is unwilling or unable to pay.

HR 4381 - Don't Give Sex Offenders a Safe Harbor - Congressman Poe and Congresswoman Ginny Brown-Waite sponsor HR 4381; it addresses the lack of cooperation between FEMA and the states when sex predators slipped into communities post hurricanes. The National Center for Missing and Exploited Children, the Fraternal Order of Police, and the National Children's Alliance have lent their support for H.R. 4381.

H.R. 5319 - Deleting Online Predators Act - Congressman Poe has become a co-sponsor to H.R. 5319, a bill introduced by Congressman Michael Fitzpatrick and Congressman Mark Kirk. This bill would require schools and libraries to monitor their internet activities and implement technology to block pornography, requires the FCC to issue consumer alerts to parents and educators as to the dangers of the internet, and requires the FCC to establish an advisory board to review and report on social networking chart sites.

SAVIN grants program- Congressman Poe and Congressman Reichert have signed on to a letter, written by Congresswoman Anne Northup to Chairman Wolf, on the House Appropriations Committee, requesting full funding for the Statewide Automated Victim Notification and Information (SAVIN) grants program. SAVIN provides information to victims regarding the status of their offenders, their release dates, and when they are moved to different facilities. In addition, SAVIN notifies victims when a protective order has been activated against their offender.
